Asian Parliamentary Openness Index 2026
Assessment date: October 2026
Sri Lanka
- Government system: Semi-Presidential
- Parliamentary type: Unicameral
- Parliament name: Parliament of Sri Lanka
- Parliament official website: https://www.parliament.lk/
Sri Lanka’s Parliament performs strongest in providing information on plenary proceedings. Order Papers, video recordings, Hansard, attendance and voting records are published for plenary sittings, and Bill texts are available before debate. The Right to Information Act applies to Parliament and provides an appeals process. Openness is weaker in several areas. On integrity, the Register of Members’ Interests is accessible only to Members. On citizen participation, Parliament provides guidance on submitting petitions but offers no general guidance on how the public can provide feedback on Bills and does not publish the feedback received. There is no publicly available information on whether the public may attend committee meetings, and no accessibility standard is identified for Parliament’s premises or website. Committee transparency is limited: agendas are published inconsistently, transcripts are not published, and recordings are available for only a few committees. Timeliness and accessibility further limit the use of parliamentary information. Hansard is published more than five days after sittings, most listed email addresses for Members of Parliament are non-functional, and budget estimates and other budget information are published inconsistently.
